Electoral Promises: Between Populism and Feasibility

Friedrich-Ebert-Stiftung Moldova, in collaboration with Expert-Grup, has conducted a detailed analysis of the electoral programs of the main competitors in the parliamentary elections on September 28, 2025.

Friedrich-Ebert-Stiftung Moldova, in collaboration with Expert-Grup, has conducted a detailed analysis of the electoral programs of the main competitors in the parliamentary elections on September 28, 2025. The publication evaluates the most important economic and social commitments of the 8 participating parties — „Alternativa” Bloc, „Patriotic” Bloc, „Togheter” Bloc, Coalition for Unity and Prosperity, League of Cities and Communes, Action and Solidarity Party, Our Party, and European Social Democratic Party — assessing them in terms of both the country’s real needs and the feasibility of implementation.

The analysis shows that, while some measures could support Moldova’s development, most promises remain declarative, are marked by populism, have uncertain financial backing, and contain internal contradictions. As a result, the overall quality of the electoral programs is low, reflecting a democratic process weakened by the lack of credible and realistically achievable proposals. The document aims to provide voters with an independent, critical assessment of electoral programs, supporting more informed and responsible voting decisions.
