Foreign Policy Newsletter 05/243, May 2026: Local Public Administration Reform in Search of Consensus: Four Models and the Need for Sustainable Reform

The new edition of the FES/APE Foreign Policy Bulletin is dedicated to one of the most important reforms currently on Moldova’s agenda – the reform of local public administration.

The new edition of the FES/APE Foreign Policy Bulletin is dedicated to one of the most important reforms currently on Moldova’s agenda – the reform of local public administration. Following a debate organized by FES Moldova and the School of Public Administration of Moldova State University, we present four distinct visions for the future of local governance and explore the key differences between them.

The Bulletin features interviews with representatives of the Government, CALM, the School of Public Administration, and the Civic Congress, as well as an analysis by Adrian Ermurachi comparing the main reform models and highlighting the importance of a well-grounded, consensus-based decision-making process. The edition is complemented by an editorial by TVR Moldova journalist Mădălin Necșuțu on the real stakes of local government reform in the context of European integration, as well as an overview of the most important recent foreign policy developments.

We invite you to read the new edition and join the debate on the future of local public administration and Moldova’s European integration process. Download the publication HERE.
