“Moldova’s Strategic Dilemma: EU Accession, Territorial Reintegration, and the Lessons from Cyprus”

The study examines how the Republic of Moldova can pursue two strategic objectives in parallel - accession to the European Union and territorial reintegration - and explores three possible scenarios for their future development.

The Friedrich Ebert Foundation Moldova presented a new policy study authored by Denis Cenușa and Alexandru Flenchea. The study examines how the Republic of Moldova can pursue two strategic objectives in parallel - accession to the European Union and territorial reintegration - and explores three possible scenarios for their future development. A central element of the analysis is the experience of Cyprus, which joined the EU in 2004 while its territorial conflict remained unresolved. This experience offers important lessons for the Republic of Moldova on the opportunities and risks of the pre-accession period, as well as on the need to prepare reintegration mechanisms in advance.

The conference discussions highlighted the importance of a strategic approach in which European integration and territorial reintegration reinforce one another, without allowing obstacles in one process to hinder progress in the other.
